He was born in 1979 in Denizli. He was graduated from Denizli Anatolian High school.

In 2003, he received the title of doctor from Marmara University Faculty of Medicine.
He completed the Plastic, Reconstructive, and Aesthetic Surgery specialization at Izmir Atatürk Training and Research Hospital Plastic Reconstructive and Aesthetic Surgery Department.
He completed his compulsory service at Çanakkale State Hospital and his military service at Izmir Hatay Military Hospital. Özkan started working as an Assistant Professor at Adnan Menderes University Plastic Surgery Clinic in 2013.
In 2018, he received the title of Associate Professor.
He left his position at the university in 2020. Özkan continues his studies at his private clinic.

Dr. Heval Selman Özkan's professional special interests are aesthetic surgery and microsurgery.
Cosmetic and reconstructive breast surgery, microsurgical breast repairs, which are among the top specialty areas of interest, occupy an important place in academic working life.
In 2015, Dr. Özkan with breast microsurgery specialist Dr.Venkat Ramakrishnan in St Andrew’s Centre for Plastic Surgery and Burns at Broomfield Hospital in Chelmsford Essex made a clinical attachment.
In 2016, he was a clinical observer at UZ Brussels Hospital in Belgium alongside Moustapha Hamdi, one of the world-renowned surgeons of reconstructive breast surgery.
During these pieces of training and after that, she performed microsurgical breast repair operations with numerous DIEP flaps in her academic life.

In 2018, he was in the maxillofacial surgery clinic of the Seconda Universita Degli Studi di Napoli for educational purposes.
Dr. Özkan has over 60 articles published in domestic and international scientific journals, numerous papers, and poster works. He has participated in many scientific meetings with domestic and international participants as an invited speaker and moderator.
